Techopedia Explains Annual Change Traffic

ACT can be a helpful functionality tool in predicting the time that must be allocated to project development. It is considered a key model in estimating project efforts in that the ratio of the software product to its resource development can be measured, allowing for more effective system maintenance and project outcomes in programming.

With an estimation model such as ACT, the maintenance life cycle is predicted over a certain time period, in this case once a year. The drawback to this, however, is that maintenance requirements cannot be determined one at a time.
